Devin Noel-Endres

Devin Noel-Endres is a research psychology professional with an M.S. and B.A. from Seattle Pacific University who specializes in policy research, participatory action research, and data analysis focused on racial equity and social justice outcomes. Currently serving as Regional Researcher Director at Inclusive Data and Co-Founder of Noel Endres Public Affairs, they have extensive experience in government research roles including positions at Washington State DSHS and OSPI, where they conducted research on youth homelessness, educational equity, and social services. As a Fellow for the Washington Institute for a Democratic Future and an internationally recognized presenter, Devin leads innovative projects including a Guaranteed Basic Income pilot program for Black families in Seattle's Central District while providing consultation on equity, diversity, access, and inclusion initiatives.
